Completing objectives for “Scour” and “Scouring cauldron” are not rewarding grim favors. This has happened several times now and it has become obvious there is even more reason not to do them.

After turning in herbs at the scouring cauldron, mobs called rasping shades are supposed to appear. Killing them finished the whisper.
However, the problem is that Rasping Shades often will not appear, making the whisper impossible to complete.
