There is usually 3 colors related to the rewards that an activity gives: Blue, Yellow and Orange (The exception is the mythic reward which rarely appears)
I completed rewards that give runes yesterday, I think it was either blue or yellow and I got some runes, but moments ago I completed an activity that had runes as reward (ORANGE) and got 0 RUNES. The other rewards worked properly (horadric reagents). So this legendary / orange reward of runes is probably bugged. It was a bit disappointing to get 0 runes because I wanted to check how many I got
Could your loot filter have hidden them? Orange doesn’t mean you’ll get orange runes just means you’ll get more
Thank you for replying I disabled the loot filter just in case when I saw no runes, but I also just remembered that the runes are the only item (or one of the few) that cannot be hidden by the loot filter
The loot filter cannot hide runes. It is not possible to do so with it in ANY configuration, accidental or intentional.

Had you completed the warplan in full and talked to tyrael? The rewards linked to the banners on the activity drop when the warplan is completed and not the individual activity.
