The side quest The swamps protection (when you have to find the bandit camp) appears to be bugged with the bandits for the quest not spawning, I tried killing all enemies in the area to get them to spawn as well as reloading the world to force them to spawn with no change.

Exactly the same issue here. Did same as you did.
I was encountering the same issue. I was able to complete the quest by abandoning it, then re-doing it.
Same problem. Tried it a couple times.
Same issue, first post was 23 days ago, amazing that Blizz don’t seem to care too much about it. They must be busy counting the money from sales of it.
