I completed all 3 dungeons and I have all 3 requred legendary aspects (I think I got some of them from item salvage and not as dungeon completition reward) and game did not mark this challenge as completed for me.

yep, same here, turbulence counted but momentum and tormentor’s did not

i got many other aspects from salvage before doing the dungeons, but those still counted towards the achievements
I got Tormentors Aspect unlocked before completing the dungeon and I am experiencing this same bug.
I have tried to complete all of the dungeons more than once and even swapping characters but have not had any luck in getting the last one to register 
Unfortunately, the challenge can only be achieved by getting the aspects from completing the dungeons. If you get any of those aspects by salvaging an item, you will not be able to get the challenge.
Since aspects are realm-wide, your options are to create a new character in another realm, or wait until the next season.

can confirm the workaround, after trying on HC it counted the one i hadn’t already unlocked and not the other.
The easy fix: log into an eternal character if you have one and do whatever dungeon you still need there, since those also don’t have these aspects unlocked yet.
You just have to complete the first few steps of the campaign to gain access to Nahantu (the bridge cutscene) but it only takes a few minutes. But remember, if you happen to find legendaries on your way… maybe hold off on salvaging 
Edit: I suppose you can also create a new character and skip the campaign now, if you’ve completed it. With eternal SC, eternal HC and seasonal SC & HC, surely everyone has a realm where they don’t have the new stuff unlocked

Just letting Blizzard know that people are still waiting for fixing that bug to get 100% achievement completion

If you get any of the aspects from salvage, then you cannot get the achievement. You need to get them by completing the dungeon. You can do this by completing them in another realm, or by waiting until the next season and do those dungeons before you salvage gear.
Sorry, this does not work. I tried to complete on Eternal as have not played SB there but the Aspect of Momentum won’t trigger as the Dungeon is no longer listed as providing that aspect. Codex itself says you must salvage the Aspect.
i just checked on eternal hardcore and the aspect is still obtainable from that dungeon. if the dungeon does not list the aspect then you’ve already salvaged it from a piece of gear in that realm. the workaround only works if the aspect is still locked in your codex, but you have 4 realms at your disposal surely in one of them you don’t have it yet?
just create a char wherever that is, skip campaign, go do the dungeon, done. it absolutely works, i did it myself.
if you don’t want to wait for a fix (nothing in the mid-season patch about it) you can get it with the workaround described above
Well that’s not my experience. I had not played SB on Eternal and the Aspect is not in my Codex. When I did the Dungeon on Eternal to get the Aspect and the Challange it did not give me the Aspect or register the Challange complete.

Are you sure you’re looking at the right aspect and dungeon? I can’t help but think there is a mistake somewhere in your process…
Otherwise, maybe try another realm, ideally one you haven’t played at all?
Bumping this as it’s still broken.
Missing aspect of momentum according to challenge but have it at 20/21
Should note I was able to complete by creating a character on eternal and finishing the dungeon.
