What more do I need to prevent stuttering during 4K combat? Just came back to try season 3 again and its atrocious I don’t understand. Please advise if possible, thank you.

Wait: So you bought a CPU that literally demands that it be delidded in order to tame the heat it generates and is otherwise meant for people with more money than brains, you bought a GPU that can struggle at 4K @60fps depending on the title (even with DLSS), more RAM than god, and a piddly 2TB SSD to fit it all in?
No wonder why you’re experiencing trouble.
I brought a brand new pc Just to play D 4… but I still had performance issues.
Come to find out, it was my VPN. I have to turn it off to have a decent playing experience. Meh
My 4 year old no-nothing rig runs D4 great, I do not have the issues that others have with newer rigs.
You say stuttering, as in graphical stuttering, network stuttering, which exactly? Two completely different problems with two completely different solutions.
Does your game just sort of freeze on the screen, or is more playing catchup, as in your character is moving but nothing is happening sorta thing, then it kicks in and plays catchup? Or is it more like rubber banding?

OP not sure what kind of stutter you are seeing can you tell us your CPU and GPU Temps while Diablo 4 is running.
There are some free programs that will let you monitor your temps.

Also before moving on or assuming there is something wrong with your hardware…set your (in game options) FPS to 60 and Background FPS to 8. If you have something to control your video card’s power target set that to 90%.
You can also turn on VSYNC and see if that resolves it but this can add input lag. (Should not need this if your monitor has FreeSync or Gsync)
If temps seem fine and you are still seeing stutter turn down your settings (not resolution) to low and set them back up one at a time to isolate which one may be causing issues.
If temps seem unusually high…you may want to look at your coolers and airflow or even filters…or even a Thermal Grizzly product for thermal paste (I will not build a system without this ever again).
If on low settings you are still seeing stutter, run a traceroute to the blizzards servers:
Select Diablo 4 in the drop down and you will see the server IPs you need.
If you see a lot of packet loss try to identify where it is happening, internal or external to your network at home. Try hard booting the one that is causing it. At this point you may want to open a ticket with Bluzzard also.
Hope your issue gets resolved in step 1.

Could be something as simple as you dont have the correct monitor driver setup.
In the bottom left of your screen, you sill see “Type here to Search”
type in DEVICE MANAGER then press enter
look down to where you see > Monitors then click the > to get the dropdown
if it says something like Generic Monitor, you’ll need to update the monitor drivers.

Your PC specs look great, so assuming that you put everything together properly, that there are no bottlenecks, and that cooling is adequate, I would maybe have a look at the internet connection and make sure that there are no problems there.
Moreover, since you said that you are playing in 4K, make sure that the connection to your monitor is adequate. An RTX 4080 comes with HDMI 2.1 and Displayport 1.4a, make sure you are using one of those video ports and that you are also using the proper cable (e.g. don’t use an HDMI 2.0 if you have a high refresh rate on your display).
Man I wonder what this game looks like in 4k. I honestly can barely tell the difference between 1080p and 2k at times depending on the screen, but I bet it looks at least smoother and better detailed.
Btw did you update the BIOS, update chipset drivers, check temps, run tests, and perhaps try the above things others mentioned? Are you custom overclocking or using preset settings? Could perhaps be some bottleneck somewhere also idk.
Would have been just as effective to say, the CPU is the bottleneck.

…How would he see something on the monitor if he isn’t using one of those two ports with a cable?

A lot of people do not optimize after they install new hardware. I noticed this strange phenomenon when I put in a new power supply. I grabbed Winzip system utilities suite, it fixed all the conflicts, cleaned up all the old stuff, installed the latest drivers (some of this stuff is pretty obscure) and it went from chop, chop, chop to perfect.
He is obviously seeing something, but that something stutters. Using an HDMI 2.0 cable on an HDMI 2.1 port will still work, but it’s not good if you play in 4K at 144 Hz or above.
If op is seeing monitor flicker, it could be the monitor.
It may not necessarily be the tower hardware/drivers.
Could also be a cable issue. HDMI cables are finicky sometimes.
