Does boss are considered unstoppable if a want to use the exploiter aspect?
Exploiter aspect : you have 20% increased crowds controle duration. While enemies are unstoppable, you deal x% increase damage to them.
Will the buff be applied on boss?
Bosses never are unstoppable.
Bosses are binary either free to move (no cc applied for any effect relying on strictly cc) or have their stunbar filled and then account as every CC at the same time.
So they are not considered unstoppable when they are not staggered

No. Only monsters that have the “Broken Chains” icon or are Staggered are considered Unstoppable. You may see this icon on any monster that charges (iirc some bosses do do this).
Unfortunately no, I was curious about this as well and tried it out on my Lightning Sorc.
They are not unstoppable, they are simply outright immune to CC. That’s why the Creeping Death heart specifies “Staggered Bosses” - which unfortunately dashes my hopes of using it on my Fire Sorc.
