Boss Stagger Questions & stagger animation idea

What is the exact effect that stagger puts on the boss?

I noticed my dots were hitting the staggered training dummy harder.

Is this because it applies all the cc effects bonus dmg (dmg vs stunned, dmg vs chillled, dmg vs slowed etc) at once? Or does the boss take x% more dmg while staggered?

I read online once staggered some bosses permanently take more damage? Is this also true or does the bonus go away when the stagger goes away?

It would be cool to see unique stagger effects. Like if im doing shadow damage instead of the boss being stunned, all the sudden its surrounded by a dark fog. Or if im freezing it, all the sudden it gets frozen over. And then if you had multiple cc effects going onto the boss, the dominant cc applied is the effect you’d see. Would be fun to see when competing with others to kill the boss to see your stagger animation applied and a lot cooler than a generic stun effect.

Stagger just puts the Boss into a state of Crowd Controlled and it sits still for the duration. All singular Crowd Control bonuses become active including Damage to Crowd Controlled.

hmm so then i dont get the bonus dmg vs stunned while its staggered?

i currently only have 32% bonus vs crowd controlled

earlier today vs training dummies when i hit a staggered boss dummy, i hit it for like 6% more than the maximum i recorded in all my testing while it was staggered.

Not directly, but +Damage Vs Stunned, Chilled, Immobilized, Feared, Slowed, Frozen, all of those synergies become active while the Boss is staggered. This adds a tremendous damage amplification to the Boss as it is staggered.

ok good so all the cc bonuses become active plus dmg vs crowd controlled and they’re all added together as additive in 1 bucket right?

Yes, they get added together. If you have +Damage to Stunned and +Damage to Slowed both of those buckets are added together to your Attack. Most of these buckets are Additive however so you probably won’t notice a big increase unless your build has a ton of innate CC and damage sources.

my build applies:
stun via crippling darkness 15% 3 sec , shadow mages 10% 2sec and iron maiden 25% 1sec
slow 25% slow via blight 100% of the time
chilled via shadow mages every 8 seconds they do 6sec chill and bloodless scream

what does it mean when it says bloodless scream chills enemies for up to 100%? does that mean it can freeze them on hit but may apply less chill? and at 100% chill they are frozen?

part of the reason im asking these questions is im deciding whether to go with bloodless scream vs ultimate shadow aspect on a 2h weapon. think im leaning towards bloodless scream due to the rate it applies stagger and the higher ilv. the burst dmg of ultimate shadow is pretty awesome but i can maybe put it on a ring instead.

bloodless seemed to stagger the training dummy in 3mins 30 seconds where the ultimate shadow weapon took 4mins 40 seconds to stagger the dummy with the same method.

When Chill reaches 100%, the target is Frozen. Chill is basically the same thing as Slow however Chill stacks with itself and if the target is Chilled enough, they become Frozen.

So if bloodless scream says up to 100% then what happens if it doesnt apply 100%?
whats the lower end of chill that it can apply?

i just got an insanely good neck just now. 3 ranks of terror, high roll on shadow dmg over time, high roll on dmg % and a 4th slot to reroll for another dmg over time or movement speed.
