Does anyone know if they stack? Having a hard time trying to see if they are working together, or atleast it seems like they aren’t. Anyone confirm?
Yes, they do stack, it’s kinda mandatory to have them both endgame for fury gen.

Read Marshal carefully, it reduces “active” shout cooldowns. Therefore it is asking you to think about how you sequence your shouts. By using Challenging Shout first your other 2 shouts will reduce its cooldown by 1.2 + 1.2 seconds. The last shout you cast won’t get the benefit. It teaches you not to mash them, hence piano shouts. Your first shout is getting a 8.4 second cooldown reduction from marshal and bold chieftan’s. Combine that with your CDR% from Helm and Amulet and your extended shout duration from Booming Voice and you can have the 1st shout perma up.
Edit: There are two additional well known CDR options which are the Disembowel Glyph and the Rage of Harrogath unique chest. Both function the same way by giving a chance to reduce non-ultimate cooldowns by 1 second on bleeding kill or by bleeding elites. Notably, Rage of Harraogath works on bosses.

Since you can keep the first shout perma up, once you cast it when its off CD that should bring your second shout off CD, then the thrid shout off CD and then it repeats.

Yes that is how it works, but the detailed example helped you come to that conclusion and it requires perfect CDR on item tier 6 Ancetrals to achieve
You would be using echoing fury on your other ring. So ideally challenging shout is the best option to do first. It gives you substantial damage reduction, fury when you’re hit, and fury from it rolling via echoing fury. The biggest issue you’ll run into end game is being able to survive. Challenging shout gives you that extra durability and thus is the most ideal choice to keep rolling the most.

Thanks for the backup, you either want Rallying Cry or Challenging Shout first in the rotation and War Cry last. I’ve switched to Rallying Cry first to keep the Fury up. Rallying Cry first in the rotation is also nice for breaking out of CC with unstoppable as it’s often where you will be frozen and be glad that Rallying Cry is coming off of cooldown.
