Do I have to dual-wield bludgeoning weapons in order make some bludgeoning passives like Wallop and Concussion work? If no, do they benefit more from having both bludgeoning weapons (since in dual wield you alternate your attacks between one weapon and the other, so technically using one bludgeoning and one slashing should trigger the buffs only 50% of the time)?
No u just need one of them to be
The only reason to use 2x 1H Bludgeoning is the off-chance you want to use 1H Mace Mastery as your Technique and not using a Dual Wield Arsenal Skill where you are already gaining that effect from Expertise.
As it relates to Wallop and Concussion, they work with only 1 Mace Equipped. Concussion gives you extra Lucky Hit Chance with a 2H, but your Lucky Hit Chance is the same whether you have 1 or 2 1H Maces equipped.
No reason to not take a 1H Mace if you plan on Dual-Wield Skills.
So when dual wielding bludgeoning and slashing weapon each attack counts as both at the same time, am I correct? Thought since he’s alternating between the attacks, only half of them will be treated as bludgeoning attacks and the other half as slashing.

Yep, the attack accounts as both, hence why the 1H Expertise Bonuses grant you additional bonus for using (2) of the same type of 1H Weapons, but generally it isn’t enough to where you want to use 2 of the same. Honestly, 1H Techniques kind of suck also.
I think the entire system is stupid and pretty lame for a Class Mechanic. Shouts would be a way better system.
