The unique item, Bloodless Scream, has an affix that doesn’t work like it reads.
“+ to Darkness Skills”
It doesn’t raise the Darkness Skills of Terror or Crippling Darkness.
Thats because they are passives, not Skills.
Its the same with Harlequin Crest (Shako), it says +4 to all Skills , that does not include passives.

I was today years old when I learned that something found on the Skill Tree that I spend Skill Points on isn’t a skill just because it’s passive.
