If we are able to convert Weapon Mastery to Core Skills, it would be neat to convert Core to Basic. Instead of costing Fury they Generate them but deal X% less damage. Paingorgers, Moonrise, and Adaptability work. Shard of Verathiel would add a Fury Cost back. Core Skills could effectively be used as Support now or built 2 different ways.

Interesting concept. Core skills as Fury generator. But what skill can we use to dump the Fury? I propose any non Core skill use will consume all Fury increasing damage by % multiple by amount of Fury used. Kinda like Power Kick but for all skills.
