Rupture / flay is doing almost no damage t3/t4, struggles to get through shields while earthquake just eats them like they aren’t on, please look at what you have done or haven’t done to bleed barbs, something is really off, please and thanks with sugar on top.

Are you stacking the Damage over Time stat
You easily can have x1200%+ to EQ and x400%+ to DD, but how many you have for flay? Adaptability+moonrise+verathiel x400-500%?
Blizzard does not know what to do in order to balance builds within each class. They gutted Gushing Wounds because it was overperforming with Bash and Berserk Ripping. Then came along Flay which had some broken scaling.
Rend and Rupture have never been good. There are no Uniques that support Rend and Fields of Crimson is an awful Unique. Requiring Wanton Rupture on a 2H just for Rupture to not totally suck (I am still not convinced the Skill is actually fixed where it sometimes does not heal enemies).
With the introduction of Third Blade there was some hope that a Rupture-focused build would work but Invigorating Fury and Starlight got nerfed to all hell because of other builds.
Blizzard’s problem is that Damage Over Time Effects in general have little necessity in D4 since Direct Damage can one-shot pretty much everything. Even if Bleeds dealt 10x the amount of Damage a DD Skill would deal over its 6 second duration, it still sucks. You have to use Rupture and/or Skullbreaker (which does not work on Bosses at all) to turn your DoT to DD.
Blizzard then decided to try to ratchet DoTs up by having gimmicks like “DoTs tick faster” or increasing the Duration which in turn scales the Damage. Neither of which have been effective.
Melee further has always struggled with DoT builds in any game since DoTs should be reserved for Ranged and Kiting mixed with CC. I don’t think Blizzard will ever be able to make Bleed feel good or unique.
