I’m at level 56 I never received the Quest for the blacksmith two areas of the blacksmith are closed how do I upgrade my equipment is tempering upgrading?
There is no Blacksmith quest anymore. You can temper anytime, and you can only masterwork(formerly upgrade) AFTER you tempered a piece of equpement.
