I don’t know what the issue is with making this work, because the solution is so obvious it hurts.
Just make the Key Passive function as stated in the following:
After being a Werewolf for a TOTAL of 2 seconds within a 15 second period, gain 30% (+) Attack Speed for 15 seconds. If you shift from Werebear to Werewolf directly, gain this bonus immediately for 15 seconds.
After being a Werebear for a TOTAL of 2 seconds within a 15 second period, gain 50% (x) increased damage for 15 seconds. If you shift from Werewolf to Werebear directly, gain this bonus immediately for 15 seconds.
This allows for Bestial Rampage to actually keep up with the fast pace of the game during end game content. You just can’t expect us to wait around for 2 seconds in one form or the other, it will NEVER make sense. Especially with things like the following example that CONSTANTLY happens with Bestial Rampage’s current iteration:
I shift to Werebear to gain the bonus, but my health dips and I have to hit Blood Howl to gain my life back, shifting me into Werewolf form, and I lose all the time I was in Werebear form and gain no bonus. At that point, more than 5-6 seconds (or more) have passed that I don’t have the bonus, and at the fast pace end game… it’s just unacceptable.
I will also add, that you already have something in game that works extraordinarily similar to Bestial Rampage, and that’s the Barbarian Key Passive, Walking Arsenal. Please take note of how much more comfortable Walking Arsenal is to use at end game simply because i get the bonus IMMEDIATELY upon using the required weapon. I don’t have to arbitrarily sit around with that weapon in my hand for 2 seconds.
Please fix this. You know you should, and it’s already been a year with nothing going on to truly make this AWESOME AF Key Passive work the way it should.

i think, the problem they face is more likely lack of imagination, because this key passive already is almost exactly a copy of quickshift

I can agree with you, however I still would just like it fixed and functional.
At the end of the day, there’s only so much a game can do to buff a build type. I’m fine with a more powerful version (in theory) than a smaller passive that I already have access to. More of a good thing is fine.
i think bestial rampage key passive is bad design in the first place, and its focused on BEAR form anyway. +30% attack speed instead of x30% ? seriously ? compared to x50% damage ?
When it comes to Attack Speed and the way it works you don’t want it multiplicative. Additive is what it should be.
So, in other words, it’s not Werebear focused at all.
Edit: I could be wrong, but I’m 99% sure I’m correct on that.

you’re getting like 10% damage boost from attack speed and always pure 50% damage boost from werebear, how is that not werebear focused ?
You could be correct. Maybe something like the following:
30% Damage + 15% Attack speed for both buffs.
Add this to the pile of QoL/balance issues that will never be acknowledged, much less addressed. I don’t know if there are any Class managers per say, but Druid certainly does not have one. On that note: Blizzard, I am willing to work for sammiches. Think about it.

Weirdly I was just thinking the same earlier and saw your post. I’m so frustrated with hanging around for 2 seconds in bear form that I changed my basic from the werewolf one to the bear one so at least I could do something whilst I waited lol

Yup. I’ve dealt with trying to make it work for the entire time the game has been out (a year now), and the “best” thing to do is something along the lines of what you said.
Just to toss it out there as an fyi, another thing you can try is to use Trample and click to the absolute edge of your screen to travel as far as you can with it, most of the time it will keep you in Bear just long enough to get the Bear bonus… but not always. Also, it’s very limiting, and it also means that you have to shoot yourself off into “who-knows-where’s-ville”, just to try and make the way this passive works tolerable… and it arguably makes it worse.
Just something that you can try if you haven’t already.

Unfortunately, for my sins, I play on controller, and this skill, out of all of the traversal type skills I have used, is the absolute worst on controller

Honestly quickshift is better than bestial rampage just because of this. Especially when you get some greater afix ranks that are masterworked. Quick shift can provide a ton of damage.

That would be a great quality of life fix, I caved in to just using Maul for a couple seconds every 15 seconds. But now that I have some great resource management and don’t need maul its been pretty annoying.
it’s a horrible, poorly designed, end tree passive passive period.

I wonder how attack speed% translates to X% damage based solely on the more attacks per second…
You are looking at it from a synergy for the forms perspective. The passive is clearly intended to give a choice of one of two boosts for a form that you intend to stay in. Which is, yes, bad design lol

Wow, thank you for your curiosity. Trying to answer you I realized it is a little bit better than I expected, but just a little bit.
Equation goes as follows:
( base + bonus ) / ( base )
if you dont have AS and you get +30% bonus from key passive:
(1 + 0.3) / ( 1 ) = 1.3 x
if you have 50% AS already:
(1.5 + 0.3) / ( 1.5 ) = 1.2 x
