At the end of killing the boss in the Bear Tribe mission with the chieftain. Talking to the Shamon on the floor freezes for several seconds before starting up again between when the Shamon talks and the Chief responds.
Can confirm - same as OP, although seemed like forever so I hit escape and missed the dialogue 
On ps5 i am at 3 minutes so far and no recovery. Have to close out of game.
