Battlenet Diablo 4 Download slows down to a halt at 69% with 15.05GB remaining

I was trying to install Diablo 4 on a laptop but it crawls down to a halt at 69% every time. I tried every fix I can find on the internet to no avail:

1. Battlenet Launcher is added in Firewall Exceptions List
2. Putting Download Speed Limits in options
3. Scan and Repair
4. Uninstall and Re-Download
5. Clear Bnet Cache
6. Wait for hours
7. Pause and Resume

Steam downloads just fine so it is unlikely that the problem is something on my end.
