says starts at Character 15, I am 48. Who has to be lvl 15 to get the bartering going. I already have coins for it.
Seeing this in S9, (PS5 fwiw, as my PC setup is currently offline), while at Paragon 37. Something is seriously broken here.
Make sure you do the purple quest to talk to the daughter. Without doing that 1 quest you cant use the system. Tbh I dont know if there is a level requirement because leveling is so fast.
