The Marshal glyph passive of reducing non-shout active skill cooldowns only works once it’s upgraded to legendary (46). I tested this on 2 separate barbs now.
Ill test that out soon, because i was wondering why my stomp didnt reset with glyph at 1-44. Hope ur right 
EDIT : ur correct. It obly works when glyph is legendary lvl 46….
