I have heard nothing about bans for the streamers that were circumventing dungeon locks by changing party leader.

Because that was intended. Blizzard told us that was a way to reset dungeons after they removed the reset button. This is from April after the button was removed and the Devs talked about how to do resets.

Reset dungeon button gone!

My understanding is that the normal ways to get the Dungeon map/mobs to reset will work. Logging out, doing content over time, joining a new group with a new lead. The keyed dungeons have a different reset functionality using that key. The entire discussion has been really confusing. I never used the in-game reset, but had my dungeons reset when I logged back in so that part works I guess?
