Ball Lightning enchantment proc does not orbit around me but stays in place. This happens approx 90 % of the time with 10 % actually revolving around me as they should. Changed the aspect to different locations on gear, makes no difference.
Yes, the ball lightning aspect requires an active cast, not enchant proc.
I would refer you to charged bolt build by Lurkin, all of his revolve and he didnt cast 1. Also some of min revolve and ball lightning is not on my cast bar. 90 to 10.
Is it because they were cast as a result of the ultimate or the aspect that has a %chance to cast a shock skill while the ult isnt active?

I’m 95% sure that enchantment procced Ball Lightning orbs have never been affected by Gravitational Aspect. One of the features of the enchantment is that they stay in place instead of moving like a normal cast.
Casts resulting from Unstable Currents and Stable Aspect do orbit like Kutta said.
