While running D4, when you go to the other monitor its all laggy?
Set your foreground and background FPS caps to the same value. For now, that will fix the issue. I had the same problem till I did that, I set both to 144 (what my monitor runs) and boom. Fixed.

No, do you know what rubberbanding is? Please log off and uninstall.
I know exactly what rubberbanding is. Its network delay causing your character to either not respond to movement or jumping back to a previous spot. Why the attitude?

I DO know that the game as I explained it, can seem laggy when running two monitors if you have the default cap of 8FPS set for background. For some reason, it makes some systems ALSO run at 8FPS when at the desktop. Which can be interpreted AS laggy.
