Here I am not talking about the buff of Lucky Hit Chance to freeze enemies (although it is necessary, 30% is much reasonable), what I want to say is the sword should be able to chill enemies while using Basic Skills.

I really don’t know why they implemented such a weird ‘lucky hit’ system that changes with levels. They should have just made it straight % that is easy to understand, or give classic windforce like powers where it’s 100%, or in this case much more similar to D2 Azurewrath.
Edit: Also maybe this could have been a general unique so other classes could wield for kicks.
The unique affix could still stay bad, but What the sword needs is all stats and +to skills on its affixes.
I think Lucky Hit Chance is not the main the problem but Lucky Hit up to a chance.
