Why do extracted aspects have level requirements?
The simple answer: Because they have tiers.
Like your items.
They follow more or less the same rules as the sacred and ancestral.
You can notice that by the color of the aspect. You will see they can have 3 different colors.

Which is a remnant of an old system never implemented. A regular Legendary with Max Roll Might Aspect is exactly the same as Ancestral Legendary with Max Roll Might Aspect.
The only Aspects that scale with iLvl are the ones with X values. If you want the highest roll, it has to come from a 925 item.
The only things that should be level locked qre the Aspects with X values to prevent Twinks from running with say, Burning Rage, dealing a ridiculous amount of damage early on. Not that this even matters because D4 doesn’t really have a population that plays Twinks at fixed levels since it is almost impossible to not level up.
Hoping this is one of the things fixed in the itemization patch. No point to it, unless they are “X” value affixes or one of the ones gated behind world tiers.
Why though? So what? If you have a character high enough to get a 925 item, who really cares if you make another? I say, remove the level requirements on all account-bound items.
Big enough to find a Shako? Give it to your lv 1. So what?!? It harms absolutely nothing. Both are your characters. What’s your low level character going to do? Kill a low level world boss for low level loot? Kill The Butcher even quicker?
