I’m lvl 100 and I’ve been farming a lot of dungeons/helltides to get any item with this aspect but do you guys have same issue to drop any item with this Aspect of Adaptability? For me at this moment no chance… Even tried items from obols but still no.

Not a bug, BUT its a resource aspect. these only drop for rings and amulets, which also can drop a ton of other aspects, like offensive and defensive ones.
That leads to resource aspects having a rather small pool to drop from.
Keep going and youll get it at some point. with the kodex changes, you wont have to worry once you got it.
This aspect is kinda rare one. Keep farming rings and amulets and you’ll get it eventually.
Alternatively, buy it on diablo.trade.
I got one early on, that was a pretty high roll. Been playing on the same character since season started and just got a second one with a better roll. It had to have been hundreds of hours between drops.
Yeah, I don’t know what the deal is with it, but it reminds me of farming for Umbral Ring a few seasons ago. It was entirely too rare then too.
Anyway, I got the second one from a regular Andariel.
Well of course I will still try to get this one but it’s just terrible that it takes so long especially this is just the aspect not super item from uber boss…
well, yea as i said, the resource aspects can take a bit of time if you are unlucky ^^ blame the huge possible aspect pool on rings and amulets 
you can also as someone said just buy the item for some gold.

Frostbitten and Umbrous were the tough ones for me. I finally got them after grinding for multiple hours over multiple days. Just keep going. You’ll find it. Target farm for amulets and rings on helltides, ToW, and Purveyor.
30k+ obols, 2 uber uniques and probably over 150 hours of helltide, pit, dungeons and bosses. 11/16 for me.
