Have you seen the butcher since you started your S1 character?
I used to find him quite regularly, despite the fact that is a random encounter, nonetheless, I’m currently level a 61 in WT3 and I haven’t seen the big fella at all.

Yes, a couple of times.
Yes, 3-4 times so far by level 56. It is a pure RNG.
OK cool, then it’s just the randomness of it all at work. Good to know

how many dungeons have you done? if you’ve been spamming quests for renown instead then ofc you won’t see him.

Yes, fully aware.
I do have a glyph at level 10 so I have done quite a number of dungeons so far, plus 20+ of the Malignant Tunnels (not sure if he can appear within those) and some random dungeons here and there. Safe to say that I have ran close to 40+ instances so far.
But considering that you and other people have found him often enough, then it’s RNG being RNG and working and intended.
Played to level 47 on normal never saw him once then season 1 level 10 I ran into him and i was not pretty lol
So many times and my little lowbie rogue is too weak to deal with him so I have had to run away. He killed me the first time though at level 12 or so. A big change from my Necromancers in season zero who could easily face tank him.
That a bit of an early encounter… ouch 
I think I have seen about 20-25 times so far- Yet level 77.
Multiple times. Killed him multiple times too.

I leveled all the way to 45 before seeing him. Since then I’ve hit level 58 and seen him 7-8 times, I’ve lost track. He actually spawned twice in one dungeon lol.

Sadly that’s mostly the case. Only happy kill I got on him when was he dropped his axe. Made me think that you could only get it from killing him, which I thought it was cool, but then I got it as a random drop and it was less cool.
Yes I made a dumb thread about it yesterday 
Ran into him on my Necromancer, killed him although it took a bit. Haven’t run into him on my Barbarian yet, which is my current character who’s only level 45. Soon I’m sure.
Then I’ll get to watch the butcher delete itself while it tries to kill me and fails.
Actually in a NM level 25 rewarded tempest roar and then a friend collecting ancestral trough the dungeon, appeared butcher and droped another tempest roar xd
