Are world bosses even occuring?

I haven’t seen a single one.

By level 38 I joined 2 Legion events.

Lvl 31 seen only seen 1

I’ve come across 3 different world bosses

I have had the Butcher from D3 spawn randomly on me 3 times and lay me out practically 1 shotting me.

Dont know if he is a World Boss but he is from what I can tell an event.
