Are mounts permanent unlocked after the first time?

Hi.
After I complete the main questline, which supposedly unlocks mounts. will mounts be forever unlocked for new characters without the need for completing that quest?

will it be also unlocked in new seasons?

Correct, they are, its an one time unlock.

You will be around lvl 30 when you reach the point in the campaign where you unlock mounts.

Yeh, I thought it unlocked with the story skip but they clarified during the stream that the moment you complete the quest, it is unlocked for all characters. Even for character who were already rolled and are at some mid-point in the story.
