I found one of these and looking for something that is atleast btier so I can play around with it. I see some comments about using it back in season 2, but haven’t found anything more recent. On paper it cuts my damage in half.
The closest thing you may be able to find is ball lightning build. You would need to change a few skills to lean into stuns and add the exploiters aspect for the 40x multiplier.
Spirit born might be able to use it also it maybe allows you to cheese a little in the pit but outside of that it’s not very usefull
Afaik they can only use glaives, quarterstaffs, and polearms.

It needs a build which does not require special weapon tempers like “Chance to cast X twice” or “increase size”.
If it happen to have a GA on the attack speed it may even substitute Esu’s Ferocity.
Combining above, my theory is that Blizzard build is perhaps the best fit. You still end up with less damage, because the glacial aspect has to move from 2-hander to neck, and you’ll probably not get the last 15% of Tal rasha, but you get fun shrine effects every small group.
in s4 the staff is just plain bad, and more a meme then anything. We can only hope for good rework, so it deserves the uber rarity.
i think of blizzard-ice spikes build that is least picky on gears.
attributes on the lycander such as crowd controlled, attack speed and stun are absolutely relevant to blizzard-ice spikes stacking and holding those fella in one place.

Here’s hopping they rework it for the expansion. If they allow it to only proc buff type shrines (e.g not conduit, artillery and so on) and more often allowing you to maintain 100% shrine duration it could be useful. Right now it’s at best an OK unique much less Uber unique.
I crafted one just because I had a lot of sparks and tried it on druid. Fun for helltides or gauntlet or whatever but it needs a bigger punch or more utility to do anything over like nm70 ish.
I’m still wondering if Uber uniques, will get revamped love with S5, like standard uniques
Ubers should be really wanted, they could use some love, for the loss of tempered affixes
