The “Refining” affix can be attached to a Non-GA equipment at the cost of a certain amount of resources (E.g. Max enchantment cost.) , ang player can chooses which affix to replace, this equipment can continue to be tempering normally, but can no longer be “Refining” (since its only GA is replaced through “Refining”).
In this way, the loss of tempering bricks can be minimized, but it will not make it too easy for players to obtain the strongest equipment (after all, it is only 1GA), which is good for casual players and make the early game smoother.
Or we can call it a “Recycling”, as long as it can be reused(once), it will not simply become a brick.

After level 70, weighted hardening works. So it doesn’t matter how many times you transfer (only 1 by the way) the affix from brick to brick.
What is Weight Hardening? This is a unique mechanism from Blizzard for making bricks. Despite the fact that 5 attempts out of 3-4 parameters can stoically drop out the same one all 5 times, and what’s interesting is that this particular parameter will be missing from your equipment, since it is either useless for you, or simply useless like most part of this damn games.
The Blizzard workers are really out of their minds. There shouldn’t be anything useless in an RPG. In theory, this is why they removed 3 out of 7 parameters (11 classic ones if I remember correctly). But they introduce useless characteristics of objects.
So the best solution to the problem of bricks is to let players use them to build castles. There will definitely be enough bricks.

The bricks of 2/3GAs equipment always make people feel heartbroken, but an acceptable “recycling” can make people feel better - but this requires more adjustment and cannot be “kept” too much, but at least it should alleviate the heartbreak .
Getting 3GA 20 temperings still doesn’t change any (in probability, some people still will get bricked), but infinite tempering chance would make the game too easy (I find it boring). Maybe 3GAs could “refining” 2 GA affinities, which would be a good idea/2GAs could still refine 1 GA affinix)
Agree, S4’s tempering is mixed with a large amount (perhaps 70%) of junk affix, and even the weights of useful affix are doubtful(I am unable to verify).
