Just made an alt and I can’t spend my paragon until 50 or do tree of whispers? Yikes
Did you start the new character in Open World mode? I cant speak on the paragon levels, but my alt was able to get boxes from Tree of Whispers from the start. Albeit my alt is HC and my first character was SC. Not sure if those give any difference in availible activities.
I obviously skipped campaign on alt. Couldn’t click tree and you need to be level 50 to spend paragon.
Try submitting a bug report on the Tree of Whispers issue, might be one that slid under the radar.

I just made a post on this same issue with ToW. Hopefully we don’t have to reach level 50. The objectives are on the map, I just can’t turn in my 10 favors for reward. In D3 we could do bounties from level 1, hopefully the same here.
