When opened the first time upon logging into a character, the action wheel opens to the middle wheel as expected. However on every subsequent opening, the action wheel opens to the left wheel. It should always open to the middle wheel to facilitate muscle memory as was its previous behavior.

This has been happening to my account also. For a few weeks now.

I can confirm that this is happening to me as well (PS5).
Initially the action wheel is open in the middle as it has since the game launched. After that, it only opens on the far left wheel.
