About Invoke and Cast. Is it intentional?

The runes’ description says “Invoke…” For example, as a mage, i want to use the rune that lets me call down Meteors to trigger a fire spell. But the rune doesn’t trigger it. I don’t get the buff i should get when i use fire spells when i rain down meteors with the rune. I thought this was intentional, they did this to differentiate between cast and invoke. But i came across a mention of Invoke while reading the patch notes today:
“When you invoke the skill you enhanced and upgraded, that ability will be invoked exactly as it is in your skill tree.” (in summary)

Well, if the ability is invoked as it is in our tree, why doesn’t it trigger these related effects? Like the Enlightenment key passive…
This is really important.

According to memory, the devs said “cast” means press button while “invoke” can be from a proc or a cast.

So it is not possible to trigger any buffs with invoke?
The buffs i mentioned are triggered through the enchant slots on Sorc. What about this? If they don’t count as casts (because you’re not click the button), why does it trigger the buffs?
