Seeing a 3% more damage to stunned enemies from a passive node instead of 25% damage increase on a skill up definitely feels terrible while leveling. You can argue later it will work out better for balance, but that doesn’t make the game feel better while leveling with crap gear drop rates. And I’d argue lowering the later modifiers would be better.
You’d have a leveling experience of spamming one skill. We’d all be back in Diablo 2 again.

They play how you built them to play.
I hit over 20 with every class. Not a single one was spamming one skill.
Well that’s just nonsense. It’s either builder until you use a spender spam or have enough resource generation to spam your spender. Then you have a few cool down abilities for cc/survival and a long cool down ultimate. The only class that didn’t really play this way was pretty much just the rogue with certain builds.
10% per point is reasonable imo. Its not like you will ever pick a dmg skill and not max it out

Barbarian, used Frenzy to build stacks for Furious Upheaval. Then switched to weaving Frenzy and Double Swing after proc’ing Berzerking from Warcry.
Sorceress, used fire bolt spam with fire wall spam for large AoE burns and extreme mana regen, to finish with Fire Ball burst.
Werebear Druid, used Maul for AoE damage while waiting for Enhanced Pulverize and Provocation. Wasn’t lucky on Thorns equipment.
Sorceress literally has double hydra and double Frozen Orb. What do you think double means in percentage? It’s literally *100%.
Most sorcs were using Hydra; which does not require a builder at all. You can just have Hydra and 5 defensives, and get more Hydra dmg when you have a barrier up.
Other Sorc builds were Frost Nova + Ice Shards. Which also doesn’t require a builder. You just wait for frost nova as you herd the mobs and then kill them all with a single frost nova that will automatically fire ice shards.
I also saw some Frozen Orb builds, and Chain lighting builds, that more closely resemble builder/spender mechanic.
In fact, the fire build you are describing wasn’t very common at all given there was no fireball legendary in the beta.
Druids also had a lot of viable builds besides Pulverize. It depended greatly on the drops because Druid has garbage base stats but their legendaries are ridiculously powerful.
Hydra isn’t +100% though. And I did mention it being the strongest legendary for Sorcs. But it’s not 100% more damage as you need to set Hydra down twice and it’s reduced uptime.
really? explain to me the math of how double Hydra isn’t 100% more dmg to hydra.
you need to spend more mana for 2 hydras and they last less time. but in most situations the screen is cleared before their time expires, so it really is double dmg.
Ok, maybe closer to 95%. We just round it up for easier understanding.
question is is there any other stat that gives you more dmg then a +1 skill
i like how you have to think about that, +20 dex might boost your crit dmg, which effects All your skills, rather then the +1 skill effecting only the one skill.
its good that we have to think about these types of things to min max.
It’s just really sad when the skill says it does 25 dmg and adding +1 skill point adds +1 dmg.
No we do not round. And it isn’t 95%. Depending on what you do it’s closer to 50% to 75% damage up. Still significant but not even close to 95%.

It’s nearly 100%, only losing a bit from the second click to cast again.
