Wrong hellfire ring has been removed. As in now there is only one - and it’s the one that’s old and you can’t get parts for any more. So now you can’t make the ring any more.
You have to buy the correct recipe from Squirt the Peddler in the Hidden Camp in Akt II. There are two Hellfire Ring recipes. The old one for 2,000,000 and the new one for 5,000,000. I assume you bought the wrong one.

The plan for the level 70 Hellfire ring only shows up on torment difficulties for some reason. Not sure why, but it’s been like this for years.
