Does the Cyclone Strike from the weapon still benefit from gear with increased Cyclone Strike Damage, or does this require you actually having the skill?
It acitivates the skill like you have it have on the bar, except without any rune additional damage. Since any additional Cyclone damage is added after the skill acivation I would say yes it would.
