I am playing on the seasonal side but havent finished. Just started act 5. At what point do I start getting the 4 chapters to get the set gear? I use blizzard, mamoth dragon, incinerate, electrocute, and archeon. Tried others but like this style.
Seasonal heroes don’t need to complete Acts 1-5 in Campaign Mode, as they have immediate access to Adventure Mode from hero level 1. So, just switch to Adventure Mode and you can start on the season journey tasks (some of which are do’able whilst you’re levelling up).
According to your profile, you have no seasonal character. The closest I could find to your description is this one:

You must tick the Seasonal box when you create a new Character, otherwise it will be Non Season.
At this point, it would be simplest to just Rebirth your level 1 Wizard.
This is really odd. In your face, my monk - was Seasonal - I got all the promised sunoka green gear ( that I earned by doing all the chapters ) . I made copies of my adventure side characters on the seasonal side ( they had the little green leaf that shows seasonal next to their names ) But your right, I no longer see the leaf on any of them? What happened? and yes I know u have to choose seasonal to be on that side.
Season 17 ended. All of your S17 heroes are now Non Season.
If you never completed Campaign, you must do so to unlock Adventure in Non Season.
omg seriously? so the set gear I wanted is no longer available cause were in a "new season - 18? Well that explains it then. So is there seasonal gear available in 18? This sucks cause I did make those copies and might as well just delete them at this point and redo - rebirth?
You can Rebirth up to 3 Non Season Heroes as Seasonal. Their gear would be mailed to your Non Season side.
The Gift Sets rotate every Season. There is a new group of sets for S18.

All Class Sets are always available, but you only get One Gift Set per Season. The other pieces have to be farmed the old-fashioned way.
There is no “seasonal gear.” All items are available in both season and non-season, and you farm them the same way. Haedrig’s Gifts are just that: a gift to help you get up to speed in seasons. The free set is still available to farm just like everything else.
The only “items” that are exclusive to season are the 5 extra stash tabs, and some cosmetics like pets, portrait frames, pennants, and transmogs.

Adventure Mode is always unlocked in Seasons. And you can always earn a full free Set by completing Season Journey Chapters 1 through 4.
I earned a complete set with my monk - just glad it was before the season ended. Got lots of information on end game stuff - I don’t always know the correct questions to ask as stated information doesn’t always give me the information I need.
Anyways, I was browsing though the offered greet set for a wizard. Why aren’t all the skills offered? It looks like I have to play a narrow skill set - not what I enjoy which is hydra, blizzard, electrocute, incinerate. So with this in mind, is there any reason I should be starting w/o cash, gear, paragon pts, etc.?
Every seasonal hero starts the same way (not counting alts) - no gold, no paragon points, no gear, nothing. The set offered is just a free gift, nothing more. You can either use it or not. The other sets are still available as you play, you just have to find them like you normally would.
Just treat seasons as if you just bought the game 10 minutes ago and are just now starting your first hero.
That is true of all sets. They tend to be built around certain skills or playstyles. If you don’t like it, then you always have the option of not using sets and stick to regular legendaries, maybe using the LoN rings or the new LoD gem. Or just play whatever you like as long as you are happy with staying at the lower difficulty levels and never really advancing.
