you cannot get the wings until you complete chapter 4.
You cannot claim anything until after chapter 2. Chapter 2-4 will give you Haedrigs gift (free set pieces), and after you complete chapter 4, you will get the wings and whatever other rewards comes with completing the season journey Chapters 1-4.
