I know some have use for like zdps builds but man there are way too many and it’s especially frustrating when you’re upgrading a rare in the cube and you get a leggo with no legendary power or gamble with kadala.
Some (if not all) of them simply haven’t been updated with a legendary power yet. Now as to whether or not every legendary item will eventually get a legendary power? That’s pretty much anyone’s guess, however, personally I don’t expect that to happen.
Giveing new powers to them has the possibility, to render existing ones useless. Since there are allready lego powers no one ever uses, it’s pointless to have more garbage items with useless powers.
Most likely they lack the manpower and resource to revisit the old legendary items.
I am sure that legendary item without power is a thing of the past. In DI, every legendary item has its own unique power so I think it is pretty safe that all D4 legendary will have legendary power too.
That’s why they should be craftable and removed from the loot table. If they ever add new powers to them, just make them dropable again.

I think it has a purpose, at least you know its trash beyond level 70 and smelt it right away to gather more Forgotten Souls. So you can use materials to get something you want instead of trash.
I think they should just up the FS drop rate at this point and give every piece a legendary power on its own but whatever. They don’t have enough ground to work with and there’s little to no interest at side builds with less efficiency. Anything they come up with either will be seen as power creep or only cater to a very niche build.
In the early days there were some sought after items that did not have a Legendary power affix. One from the top of my head was Skorn. It used to be the most powerful damage weapon in the game. As the game evolved I suppose all those items went by the waste side.
They usually update 1-2 new power for legendarys a season.
So I guess eventually.
Actually some of those legendaries while not having specific powers (with a yellow diamond), they may have special properties. Take the Witching Hour for example. Its a belt with Attack speed and Crit damage. There are several items like these, that have a power that normally doesn’t come on an item in that slot. And for some builds they are helpful, even though they don’t have a cubable power on them.

YES and i dont understand why after 10 years there are a lot of legendaries with no power, i mean i dont want all legendaries to have increase damage by 800% , but instead add little generalist damage/toughness/supportive items
Well, here’s the thing:
MANY non-cubable legendary items have a specific power that only that item may have:
- Blind Faith: [20.0 - 40.0]% Chance to Blind on Hit
- Tyral’s Might: +[10 - 20]% Damage to Demons & Ignores Durability Loss
- Lacuni’s Prowlers: Attack Speed Increased by [5.0 - 7.0]% & +[10 - 12]% Movement Speed
- Vigilante Belt: Reduces cooldown of all skills by [5.0 - 8.0]%
- Saffron Wrap: Reduces all resource costs by [5.0 - 8.0]% & Reduces duration of control impairing effects by [20 - 40]%
- String of Ears: Can roll Reduces damage from melee attacks by [25.0 - 30.0]%, but its random.
- The Witching Hour: Critical Hit Damage Increased by [26.0 - 50.0]% & Attack Speed Increased by [5.0 - 7.0]%
- Fleeting Strap: Attack Speed Increased by [5.0 - 7.0]%
- Boj Anglers: Can be rolled with a secondary skill percentage for any class
- Eye of Etlich: Will always roll with either 1 elemental power % or reduced ranged attack damage
- Rondal’s Locket: Increases Gold and Health Pickup by [4 - 6] Yards & Health Globes and Potions Grant +[20,001 - 29,713] Life
- Holy Beacon: Increases Spirit Regeneration by [2.17 - 3.00] per Second & Holy skills deal [15 - 20]% more damage
- Leoric’s Signet: +[20 - 30]% Experience. ([2.0 - 3.0]% at level 70)
- Lidless Wall: +[120 - 150] Maximum Mana & 1 random elemental damage percentage roll
- Archfiend Arrows: Increases damage against elites by [5.0 - 8.0]%
I could continue, but there are so many unique though weak powered legendaries that have not been adjusted… Yet.
Just because they haven’t added anymore doesn’t mean they can’t.
And though most of the ones in the list above and that I haven’t listed are useless for most builds, there are a few niche items that even now get used with some builds or as leaping stones to other builds because they are unique and will work in the right build situations, if pushing the top of the leaderboards aren’t your thing.

I think we need more like that. I mean look at Tal Rasha’s chest piece.
It is intended so that your upgrades are very slow. Hell. Almost all my upgrades are through reforging so you have to grind for mats. it’s intended.
Hell most of my best gear pieces are from multitudes of seasonal play. I get maybe one, sometimes two BIS item each season that will replace one in non-season… lol
Everything else becomes mat fodder. So you can upgrade/reforge. Yippie.
It is so you can get excited to see the color and then realize what the item actually is because you have memorized its unidentified appearance. It is the same reason why primals are not always better than even a non-ancient, if it happens to have too many “re-roll” affixes present.
They can at least raise the % elemental damage and the % crit damage on the weapons. I say… multiply those values by 2.5x since there are diminishing returns.
Primal Heart Slaughterer at 75% physical damage can at least compete with Furnace.
An Etrayu at 50% elemental can compete with Dawn.
Even a Doombringer at 50% can compete with Pig Sticker.
I don’t see any problem with this. The only reason they seem useless is because of what the game became, I so no reason to just give them all powers to make them applicable to end game.
And yeah it kind of sucks when you keep gambling/reforging and that power-less item increases the pool size but why is that such a big deal? Legendaries rain from the sky so it’s not as if you are getting a useless item for that one legendary per hour. In my opinion it adds something to the game, even if you just see a different item and think damn instant salvage. And well we already reach BiS so quickly so is it that bad?
