Hello, after the server maintenance from last night the game it doesn’t start, after pressing “Play” the Diablo 3 Reaper of Souls logo appears followed by a white screen with the loading blue circle from Windows and after a few seconds the game closes itself, I have tried the “Scan and Repair” multiple times, reinstalled the game, checked for the latest graphics driver, uninstalled the Razer Synapse, compatibility mode and didn’t worked.

Usually when a crash like that happens its due to another program causing trouble. You’ve already have done well with the steps you’ve already taken but I do have two more for you.
Let’s make sure there are no other programs that can cause trouble.
Making a new user admin account will make sure that permissions are correct.
If it continues you are going to want to place a support ticket with system files and a list of all steps you’ve done already.
