Able to access Whimyshire, but it does not give any loot or consume the Staff of Herding. Bug was found when playing in multiplayer on seasonal. We accessed Whimyshire through the Old Ruins waypoint and spoke to the cow king to get to the level. Once in the level there was no loot from any of the clouds or boxes. After leaving the level and the game we reset and came back in to find the Staff of Herding still in inventory and able to go back. There was still no loot and it still did not consume the staff.
Neither is a bug.
The Staff is usable as often as once per game. Where it leads is a place of virtually no loot - or rather, it has very low drop rates but you can sometimes get things.
The place you want to go is Whimsydale which is reachable by a Goblin Portal.

No bug. Before Whimsydale was implemented in the game, Whimsyshire used to be good for lvl 60 items, but not anymore. Now it is only good for finding the Rainbow portrait frame.
Of course the Staff of Herding is reusable. Who wants to farm that stupid Gibbering Gemstone over and over and over? I’d rather have a root canal.

To be clear, it’s a Rainbow Goblin Portal, as Meteorblade points out.

Thanks for the clarity. I don’t recognize the color differences and only see the Rainbow one as “more shiny.”
Sorry to hear that. But, it shouldn’t matter. Only Rainbow Goblins open Portals to Whimsydale. (I’m assuming you can tell the difference between Rainbow Goblins and other Goblins).
Any other Goblin that opens a Portal is not to Whimsydale.
But, the information is for other players who may think that Whimsyshire is bugged. (You cannot get to Whimsydale with the Staff of Herding. And Whimsydale is where the loot is).
