Play the PTR, and after 4 days of continuous playing, you may actually find one and then you will know 
Buy the cache from the PTR vendor that has them in and drop one on the ground.

You will not get Ethereals from the PTR Vendor, only the new sets for the monk and any changes to weapons and armor. Ethereals will ONLY be dropped by monsters, chests, and destructibles. They will not be available by vendors. It is made very clear in the PTR Notes
There will be three PTR-unique buffs active to help you on your journey: increased Legendary drop rate, increased experience gains, and double Blood Shard drops. You can also buy new gear for testing from the special PTR vendor, Djank Mi’em, who will exchange Blood Shards for class-specific bags full of Legendary items and Ethereals that we’d love for you to test!

Why not? Other games have done it, for example BL2 uses rainbow beams for the Effervescent tier items.
They have a light blue beam.

On the PTR does it have to be a seasonal character? or will they drop for the ptr character copy ones?

seasonal only, but as you can see they can drop at very low levels… btw. also I received an ancient Swirling Crystal with Deathwish power and Audacity passive… holy crap, this thing also has guaranteed APOC, CDR and Elite% and 100% to wizard damage. That thing will pack quite the punch in a Firebird MI build. Now I want this thing on live… 
From what I can see, the other two wizard items are not nearly as good.
