It’s been this way ever since they added the Whispers of Atonement. (Maybe longer).
More of Blizzard’s “quality” work.

I think it’s fine. There’s maxroll and icy veins to cover what people need to know about the game now. We shouldn’t be encouraging new players anyway… let’s get them all onto the cash cows of D4 and D:I! 
I did a quick check to make sure d3planner was still working and it is. So API stuff is still good. For now. (should I be mentioning it?)

No, not completely. They only redirected the “main” address for Game Guide to something else. The real content is still there.
EDIT:
Well, I was kinda mistaken. While the “items” part of the Game Guide is still there (https://us.diablo3.blizzard.com/en-us/item/), the class info seems to be wiped (https://us.diablo3.blizzard.com/en-us/class/) together with its all subpages.

But, how do we access it?
I just did a search for diablo 3 legendary gems and the only results I got was Diablo Wiki, Maxroll, Reddit…

They still didn’t fix the Legendary Gems page though.
Not quite… while the “class” page is now inaccessible by players, the subpages (or some of them in any event) can still be accessed from the web profile if you know how… a longer route perhaps, but still currently accessible… for now !
I suppose that it’s only a matter of time before items and class information pages are also made inaccessible.
They cannot fix it because whispers of atonement has is separate in game item for each level. LoL.
As for “old” legendary gems the are doubled because there are two different items: regular legendary gem and PTR version of this gem.
