On my waste set is not allowing me to reroll pants and boots to Resistance to all is not giving me that option. Can anyone help thank you.
Both pants and boots have fire resist as a secondary affix. It is impossible to get all resist to an item which already has single element resistance.

Take your own advice and examine their items more carefully. This is not a bug. Heed what Kirottu wrote.
As stated, there are mutualy exclusive affixes where if one exists, the other cannot. There are only a few exceptions and they are more due to the legendary power and not an actual affix.
Primary - All Resist & Secondary - Element Resist cannot exist on the same item
Primary - Life on Hit & Secondary - Life on Kill cannot exist on the same item
Theres 1 other exlucsion that evades my mind right now.
The only exception I can think of is the Thundergod’s Vigor Legendary Belt. (If that’s what you meant).
It is the only item I know of that always has a +Lightning Resistance Secondary Property and can roll a +Resist All Primary Property.
Ya thats the only exeception to the rule between all resist and a secondary resist.
I ment a 3rd affix exclusion (like all resist/seconary resist or the Life on Hit/Kill). I want to say theres a 3rd affix exlusion between primary and secondary (besides the on hit properities being exclusve with each other).
