What to reroll? Reegen or strafe?
My vote is for strafe damage, assuming you are using it with GoD build.
strafe damage is useless. roll that off.

And as others stated, if this for GoD, Strafe damage is utterly useless so roll that off. While hatred regen is also a bit of waste, it still has a little use maintaining hatred when monster density drops.

With this quiver I currently have 54% CC and 460 CD.
Should I roll to HA bonus or CC?
I’d say roll the useless EA damage to CHC. I think it might give more use than HA damage.
Keep in mind that skill bonuses are additive and especially if you use Taeguk gem as well, the overall benefit from that 15% extra HA damage is actually much less than 10%.
You could try different variants using D3Planner to see which affix would be option.
