The web search shows that’s a connection error. Possible things you can try:
If this was a universal issue, you might have had a point.
But since you’re the only one reporting this specific issue, that doesn’t unilaterally point to the game or Bliz.
There’s quite a bit of info on that error code, a simple google search is all that’s needed. Mattelot’s suggestions is your best route.

If one gets 1016 error, that’s in 99.99% of cases somewhere between the client and the server, not on either end.
Before performing the recommended troubleshooting steps for this particular problem I suggest that you try restarting your computer first. This will refresh the operating system as well as remove corrupt temporary data and is quite effective in fixing most software related issues.
The error code 1016 is a connection related issue where the game gets disconnected from the network. Try the following troubleshooting steps listed below to fix the problem.
Release and Renew the IP address
One of the most common reasons why this error code will pop up is because of an issue with the IP address of the computer. If this is what’s causing the problem then do the following steps.

The error 1016 is just a highly generic “you were disconnected from the game and because of how the disconnection happened, we are not sure why” error message. It’s extremely common and there’s a high likelihood that none of you have the same issue since none of you are in the same place in the US. I checked the Diablo 3 server stats and apart from a couple hiccups in EU a few hours ago (long after all your posts) it’s been really stable.
I can’t troubleshoot all of you in one thread, but I can work with the Original Poster here. If the rest of you are still having problems, feel free to create your own threads or contact support through tickets for help.
You’ve already done a lot of things for this - at least all of the things I’d have you try before trying to get a connection test. If you’re still having this problem, please create a WinMTR test which catches a disconnection. You want to restart the test every 10-15 minutes until you catch one of these problems. Once you’ve caught one red handed, run the test for about 5 more minutes. This will let us look for problems between your house and our servers which may cause this.
If you have problems with posting it due to a link error, go ahead and copy paste this into your next post, and replace “WinMTR goes here” with your test.

Done this 3x. Unfortunately, it didn’t help.
Two simple things that no one has mentioned: Make sure all cable connections are tight. Perhaps even unplug and plug back in. Also, if you use Wi-Fi, try plugging in directly to the modem/router with a Cat5 (Ethernet) cable.
You may have tried this, as well.
You can also ask your ISP to run a check at your location.
D3 is very sensitive to packet loss, and it doesn’t take much to disconnect you.
Bummer. even under maintenance mode, D3 is still fun to play. Hopefully you will be able to play it again soon. It’s so much better than D4.
