I received my first Angelic Crucible drop with my Monk and wanted to sanctify my Inna’s Reach. When I attempted, I was provided with an error saying the item could not be sanctified.
Additionally, I tried this on a Puzzle Ring and received the same message. Neither item is an Ancient item.
I have recorded the issue with SnagIt should you wish to review it.

Check to see if the daibo has a secondary affix that reduces the equip level. It is also possible that the Puzzle ring is not a level 70 item. I know it can be hard to tell when everything shows as level 1.
The Daibo does not have that secondary affix to reduce the level requirement. I chose a level 1 Demon Hunter grabbed my three puzzle rings and started clicking away. One puzzle ring will allow the crucible to be used, so that is a good sign. I went back to my Monk and decided to reroll it to see if that worked, no success. It must not be a level 70.
I guess we can label this as NOT A BUG, but rather the user’s inability to see the original item level. It would be nice to see that in parentheses.

Your Inna’s Reach is Level 69.

Yeah, Inna is a pre-RoS set, so as Perusoe noted it can happen that you get a lvl 61-69 set item of those.
Anything sub lvl 70 can’t be sanctified.

Even 60. At least Game guide states so.
I am having a similar issue. I have the altar’s no level requirement equipped, so I can’t tell the item level of anything I own on my seasonal character. The interwebs tell me to go to the blacksmith to check in this case, but you’d have to hold the pattern for the item in question and because it’s a new seasonal, I barely hold any of those. Hovering over items for tool tips shares nothing new either.
How is one to know what you can use these on and what you can’t?
Also encountered a possible bug where you attempt to use the crucible, it tells you that you can’t and then it won’t let me re-try with another item. I had to log out and back in again over and over to re-attempt it.
It surely cannot be this clumsy and difficult to use these, right? What am I missing here?

Basically items drop at your level or the game level, whichever is lower - so, when you join a lvl 30 game with lvl 70 character, you’ll get lvl 30 items (Kadala, however, always drops items at your current level, not the level of the game).
If you have the Anointed seal active on your Altar, the items retain their level, but they simply no longer require the character to be that level to equip them. Yes, it’s Blizzard’s mistake to present that as simply “Level 1” instead of, for example “Level 1 (46)”.
Very rarely at some point the game may drop an item, that is higher level than your character - you would notice that only if you did not have that seal unlocked, or tried equipping the item on your follower (as the followers do not benefit from that seal, so they cannot equip items of level above the level of your character).
So, if the dropped item cannot be sanctified (remember, that the item has to be in your inventory, not on your character), it clearly means that it is not a level 70 item. Also remember, that you can equip only one sanctified item at a time.
