From a campaign aspect absolutely correct.

But we aren’t discussing Campaign progress. I’m under the impression we are talking about bounties.

Hate to said that but your assumption is incorrect.

OP said in another thread that that he was trying to finish (campaign) so that to do bounties.

I cannot continue in the region 5 series of the game (Westmarch) because no quests or areas of Westmarch are available to visit to finish the game. I am in the initial part of the game in Season 20, trying to finish so that I may enter bounties and the higher levels of the game.
