I cannot complete the 5th region, Westmarch, because none of the areas to visit are available to me. I completed a couple of the areas, but the rest are not visible on the map and there is no thread to continue the game. I am playing the initial part of the game in Season 20.
Do you own the expansion?
Or the Necro pack? Some areas are only available with it too.

Nope, Necro pack only adds Necro class. No Necro-specific contents.
mm… just a guess… but did you complete the game story at least once? (spoiler alert: it ends up by killing malthael)

Additional info, OP is playing campaign … in season. Actually, he doesn’t need to because adventure mode is unlocked for season.
No, there are some new zones and monsters that were added with that pack. Not just Necro stuff.
All those multi-zones that appear in A5 that didn’t used to be there before Necro.
Only the Necro class is locked behind the pack. They are right. There is no necro-specific stuff. Even the class set items for Necro arent technically locked behind the pack. (or Necro CR)
Then there should be no reason for it to not work, if they have RoS.
Whereas, they claim it doesn’t allow them to complete, which the only thing that WAS added when the Necro patch added was those new areas. They were not there till AFTER the patch. I know, I was there when it dropped. Now, whether those areas are locked I can’t remember, but its the only thing I can think of that would cause something akin to what the OP was talking about.
But since I don’t have any accounts without Necro installed, I have no way to verify it myself. And unless I see a video demonstrating it otherwise, I simply can’t believe random posters here. Don’t take offense, but that’s how it is. Unless there is a post or something that is officially sourced, or whatever explaining it otherwise.

Learn to live with the fact that you’re wrong DTMAce. Nothing included in the Necro DLC changed the game to make it impossible to complete Act 5.
The chances are that the OP didn’t complete all the required campaign quests in the part of act 5 that he’s been allowed into, so the next area in the act isn’t available to him. If you skip all the NPC dialog and don’t read the quest info it’s pretty easy to skip past something and get locked in an area that’s almost, but not completely done.
I’m wondering why he’s even wasting his time running through the campaign again since Adventure Mode is open to season players after they’ve gone through it once. Or maybe they changed it so that season players don’t have to do it at all?
But you don’t need to own the Necro DLC in order to access the zones, so they’re not Necro-specific content.
I have a second account sans necro. Can confirm that necromancer DLC is not required to access all areas. (Also, that would make group bounties very annoying…)

Which were made available for everyone. The necro DLC contains only the necro itself (and stash tabs and such), all the new zones and such were not locked behind a paywall. Heck, one can even acquire necro gear without owning the DLC.
My roommate doesn’t have necro and can’t access them.
From a campaign aspect absolutely correct.
But we aren’t discussing Campaign progress. I’m under the impression we are talking about bounties.
Sounds to me that the bounties related to the additions made from the Necro pack are not being accessible. Potentially. Again, without the OP making any further posts and possibly trolling us…?

It would make sense that those areas weren’t locked along with the Necro pack, but for some reason I was under the impression they were. There might be a way for me to check, but that depends if I can get my bro to log into his account that he hasn’t played in over 3 years. haha
So either one of the two points are invalid, misleading or trolling us. They both can’t be right.

I managed to check out my brother’s account. Yep, I can access all the new areas, no problem, but I didn’t check that from Seasonal, just non-season, adventure mode. He hadn’t played the account for 2 or 3 years, sometime before patch 2.6.0 (I got a note about the patch when it opened).
He opened a ticket, will let folks know what comes of it.

Not exactly the same thing. An assumption is me assuming something, whereas I had the impression of something else. And I had no idea about the other thread till now.

I figured out why I couldn´t complete the 5th region campaign in the original game. I think I just couldn´t see (or maybe it was missing off the home map the first time that I looked) the Tyriael character. He wasn´t in the main area where most of the characters show up in parts 1 through 4. In the 5th part for some reason he is far far away in the hallway in the Westmarch common area. Finally when I found him I was able to click on the golden exclamation mark to begin the next quest. Why did the Blizzard game designer put him so far away? Also, when clicking the little chalice icon at the bottom of the screen for next quest it said “you have no quests at this time.” Sorry to have bothered all of you with my ineptitude. Some layout changes for the map might be considered in the D3 design for that home room region.
