I’ve been running public bounty games in order to find the side quest “The War that Time Forgot” since it’s the last side quest I need to complete the “Disorderly Conduct” achievement. So far I’ve managed to find it twice, but on completing it, I’m not awarded the achievement. This same method (public bounty games) worked on a similar achievement, “Swamp Rats” where “Burning Man” was the last side quest I needed.
It’s not a bug, you have to accomplish it in campaign mode and no adventure mode 
Why would I be able to get the “Swamp Rats” achievement in adventure mode then?
I think so.
I had found a website where it was indicated which quests should be done in campaign mode (or not).

sigh… walkthrough video I watched from 2014 listed this as a bug. Good to see it’s never been fixed after 7 years.
