The first patch notes said the 6 piece hydra damage would go from 2000 to 4000 damage. Now it appears to be a change to tal rasha instead? Is there no change to typhon’s?
I wonder what patch notes you’re reading since the PTR notes for patch 2.7.5 clearly mention Typhon:

As already stated, you are wrong… still, you are correct in some way or another. There is no real change to Typhon’s either. Upping the damage buff is fundamentally not what the set needs first and foremost. Had they really intended to bring Typhon’s Veil up to standard, they would have addressed the elephant in the room. Namely mobility. And of course next is the awkward gameplay induced by that abomination called Winterflurry.
A real change to the set could look like this:
The Typhon’s Veil
(2) Set:
Double the duration and attack rate of Hydras and increases the number of heads on multi-headed Hydras by two. You gain passability while a Hydra is summoned.
(4) Set:
ForDamage taken is reduced by 8% foreach Hydra head alive gain 8% damage reduction and 5% increased movement speed. Each time you take damage, a head dies. A head cannot die more than once every 32seconds.
(6) Set:
Hydras deal 4000%2000%increased damage for each Hydra head alive. Arcane, Lightning and Blazing Hydra hits cause explosions on impact, dealing damage over 15 yards while the attack range of your Frost Hydras is doubled.
and of course the source needs a do-over as well - my suggestion:
Winterflurry
Frost Nova gains the Cold Snap and Bone Chill runes, the area of effect is doubled and enemies killed by Cold damage release Frost Nova. Hitting an enemy with Frost Nova increases your damage dealt by 40-50% for 5 seconds. The latter effect is tripled for pets.
This should
• significantly reduce the innate attack speed problem
• make the projectile based Hydras a bit more appealing
• add a good chunk of mobility without relying on Teleport all time
• remove the clumsy and awkward requirement to use Blizzard skill
• improve Frost Nova
Apart from that I would make some other changes. Especially Magistrate should be addressed here - Hydra need to use your Frost Nova, if you have it slotted. Furthermore I would allow the +% cold damage affix on Winterflurry to be rerolled into Arcane/Fire/Lightning if you want to do that. And then maybe even add +15-20% attack speed on the source - obviously as an additional primary.
That should make for some nice builds…
